84 k20 burb wont run right

have 4.56 gears. 5.7 out of 91 caprice cop car, edelbrock intake, carter competition 9635sa, headers ,th400 trans w/towing shift, kit accel cap 8mm wires ,lacks low end power then crackles at wot set timing at 12 btdc. am at 5000 elev and up to 10000. also running 35" muds. it sometimes runs on when switched off  

sounds like like the truck is getting to much air or not enough fuel, what is the fuel psi at? also smell spark plugs are an event. do they smell like gas?

5.5 psi and am getting a little black smoke  when i bring up rpms  

5.5 on a TBI is way to low usually thats the fuel pump. but the black smoke is consistent with running rich(to much gas). did you check PSI when the vehicle was on or off, if off did the PSI lower as soon as it was primed. if yes you have a leak usually that is the regulator or injectors on TBI this may explain the black smoke

its not injected its a carb now  

oh sorry buddy im not good with carb, its probably running rich or the spark plugs arent sparking or sparking at the right time
