Hi I am new here but not new to wheeling.. Im in the progress of building a 1982 chevy k20 pickup and right now im at about 19" of lift... I bought shackle reversal brackets from Offroad Design (to rid of the 4 inch block)problem im having is the rear shackle angle is going the wrong way.I have already moved the brackets ahead 4 inches and its still bad. I cant move the bracket further ahed because of a bend in the frame (the frame goes up and over the axle housing on a stock application).. any ideas?

You need either a custom mount in rear that can follow frame curve or longer springs. I would say longer springs would be best to spread load better over frame.

I will be cutting the frame to shorten up the truck once the shackles are in place. What would be the draw backs of bolting the hanger up on an angle/ is the feasible? or is it just to unsafe?

I would suggest that you modify the bracket so that it is still at a 90 degree angle to the main frame and not the curve so that it is primarily transfering weight support and not a twisting force as well because of bracket installed at a angle if you follow my drift here. This would be the "best" way to do this if you do not what to use longer springs.
