90 toy 4x4 wont start

the truck starts part of the time. push the clutch in and turn the key and it clicks. battery is fine. new starter. havent changed to a brand new hot battery cable so to illiminate. but dont beleive that is the problem. i park it on on incline because i can let it roll a few feet and let the clutch out (not to start it) then push the clucth in turn the key and the engine will crank. but it will usually roll over a lot of times and act as though it is flooded. but it will start and run fine even though the engine light stays on. i thought it was the starter so i replaced it. then i thought i may be the starter relay under the dash by the clutch. its contacts seem to be working. take it out and nothing at all when i turn the key--put it back in and it just a click every time i turn the key. i then thought the neutral safty switch but i dont even know where or what that is. i dont have enough *** to take it to a shop. trying to support my two girls. if you have an idea what is wrong email me at leethomas37001968@yahoo.com because i will most likely not be able to figure out how to find this forum.
