1996 GMC Yukon WILL NOT ENGAGE THE FRONT AXLES. HELP!

I have owned several 4wd trucks in my time but never had a problem with the 4wd in any of our GM trucks till now.

Truck has floor shifter for the 4wd and when you engage in high or low you can hear it in the tcase but it does not engage everything. I was reading something about a actuator and something about something else electrical and would like to know what Im looking for and where it is. Let me know your ideas. Also the 4wd lights do not come on in the floor and I looked for a fuse and couldn't find one anywhere.
