1989 S15 THM 700 R4 wont shift out of first

I have first and reverse only. after I did a filter and fluid change, I went for a 50 mile test drive and the next morning it never would come out of first gear. I replaced the TCC solenoid, And the harmonic balancer( a neighbor told me it was bad ! I don't think it was) since it stopped shiffting. I even changed the still good fuses to the ECM. If it was the ECM the trans wouldn't pull at all correct ? I was told to pull out the "GOVERNOR" and clean it up because some old gasket may have clogged it up. As simple as it may seem, I can't get the cover off the governor. Do I assist it out with a flat head screw driver ? Since I do have 1st and REV. does this fix make sence ? The TV cable is free, as well as the kick down valve. THANKS. its been over 2 months since I put it up on jack stands and I have only put less than 2 miles on it trying to get it to shift.
