I have a 1984 Chevy 1/2 ton 4x4. I riped out my rear axle and swamped it with axles OUT OF A 1979 1/2 ton. The 84 has lockouts and the 79 was full time four wheel drive. What do I need to do to switch the 79 axles to lock outs?

The lockout hubs should swap on to new (old) axle. YOu will remove gear in fulltime hub gearing it to axle and install a lock out hub setup. (if this was a Dodge axle from a full time truck , you would be kinda screwed)
