I have built a few small block chevys, and they all were 16 valve design, the 350 in my blazer has stock valve covers that still have the sticker which reads (5.7L 4V), it is a 79, so my question is- Does this mean this motor is a 4 valve per cylinder design, or does it mean something else because i didnt think any engines this old had this design, or could it possibly have been swapped from a newer truck.

if it has a sticker on it it's probably a 'goodwrench reman engine .......black?

The 350 V4 stood for 350 4BBL back then. V2 was a 2 BBL.

The reason a 4V was used for a 4BBL was "V" stood for Venturi (a 4 bbl has 4 Venturi bores and a 1 BBL was a 1V and so on)

I'd say that is a reman, just not a goodwrench one though, just a sticker on the stock valve cover. snoman covered the v there...if it make you that curious pull out the four valve cover bolts and take a peak at the rockers.

That is truely wasted effort, never was a 4 valve SB 350 from Detroit for this. The "V" goes back to 60's as a way of telling carb size. You guys are trying to make something out of nothing here.
